Some NPCs are just hostile by nature. For example, the Ballas gang is hostile towards you from the start owing to the fact that, in the plot of the game, the Grove Street Families (which CJ is a part of) and the Ballas are rivals. Also, don't expect the cops to interfere. They don't give a damn until it's you doing something. >_>.
I'm still working on getting the king of san andreas criminal rating, and getting some rare/unique cars. In the stats the game says I attempted 163 missions and completed 145. It's kind of weird because some missions don't add 1 to "missions attempted" and some don't add 1 to "missions complete".
